Introduction to Your Council

Callington is a small, compact rural town with a population of around 6000 residents. It is 15 miles north west of the City of Plymouth which is in Devon, and is equidistant between the Cornish towns of Saltash, Launceston and Liskeard and Tavistock in Devon.

There is one large employer within the town – Ginsters, renowned for their pasties, and many small employers and self-employed. A percentage of the residents commute to larger towns for employment.

Callington Town Council comprises twelve Councillors. The Mayor, who also has the historic title of Portreeve is elected annually by the Councillors themselves.

Politically, Callington Town Council consists of 10 Independent and 2 Mebyon Kernow Councillors but the twelve work as one acting in the best interests of their community.

SERVICES PROVIDED FOR THE RESIDENTS OF THE PARISH

Responsibilities:                                     

Allotments.The Town Council owned allotments are split into 56 plots, all of which are tenanted.

Bus Shelters. The Council owns and is responsible for three bus shelters.

Cemeteries. Callington Cemetery is owned and maintained by the Town Council and currently contains nearly 4000 interrments.

Crime & Disorder. We operate a CCTV scheme for which the TC has obtained the funding and agreements.

Designation Orders. We have an alcohol designation area.

Film Shows. We run free film shows in the Town Hall to provide an alterative ‘off the street’ activity for children.

Community Events. We help organise major events such as the Annual Fireworks display attended by up to 10,000 members of the public. We also actively subsidise and assist other groups with annual community events.

Community Networking. Our Councillors are elected to represent the Council on many groups and associations throughout the town including the Town Forum and youth groups in addition we work in partnership with other external groups both Area, District and County based.

Emergency Planning. We formulate and distribute a Major Disaster Plan, and update  with annual reviews.

Flower Beds, in partnership with the Town Forum [with sponsorship from local businesses] we arrange floral displays at the main entrances to the town and at various locations within and around the town.

Free Car Park. We provide a free 78 space car park near the town centre for the use of visitors and residents.

Grant Applications. We have a policy to take advantage of any appropriate grant funding available for the town. Since Jan.2006 we have been granted £270K.

Heritage. We fully support the local Heritage Centre by providing accommodation free of charge in a Chapel we own and have assisted with grant applications. We also maintain historic structures such as the Callington Water Company fountain and the town well.

Information. The Town Council offices within the Town Hall acts as an unofficial Tourist Information Centre and provides information on many attractions, facilities, services and groups. We assist in the provision of public information services – we provide sponsorship and host weekly Citizens Advice Bureau clinics in the Town Hall.

International Relations. We actively support the Twinning Association in its link with two European towns and host Civic receptions for visitors.

One-Stop-Shop. The Town Council effectively provides a one-stop-shop. We provide information on a vast range of services as well as tourist facilities and attractions.

Pannier Market. We own and maintain the Pannier Market, the commercial  premises and the parking within that area.

Parish Partnerships. Callington have meetings with adjacent parishes to discuss ways of working together in the efficient provision of services on an ‘as needs’ basis.

Planning. This Council takes its planning recommendations seriously. At meetings applications are projected via the digital projector. Council Members always agree to convene the meeting to allow members of the public to make representations at planning meetings subject to notice being given to the Chair/Clerk.

Playground Equipment. We currently maintain four play equipment areas. We also maintain a modern Skatepark and Youth Shelter. We have recently refurbished two of these respectively obtaining grant funding of £15K, £100K and £40k

Town Plan. Contains a vision for Callington and Kelly Bray for the next 5 to 10 years. It gives a purpose and specific goals for all the planning and other issues within a town, whether this is youth, shopping facilities, transport, health or other services and issues.
